Anecdotal absentee ballot snafu or liberal Hail Mary strategy?

pjHusband received his military absentee ballot in the mail last week as he is a legal resident of his home state.

He was excited to vote and send it in. 

Too bad the package contained everything sans the actual ballot, no?

Our first thought: he must have received that special ballot reserved for registered Republicans in Los Angeles County.

The more I think about this, the angrier I am: if I add in two more weeks delivery time to Iraq APOs or three to four for Afghanistan APOs, will our military brethren serving downrange have adequate time to request a new ballot–one by which they can actually vote?

Probably not.
